Question normal

Recent reduction in the funding of medicare and Medicaid will reduce the number of residency programs eventhough the US government has passed a bill called resident physician shortage act of 2019 in which it had to increase the number of residency slots by 15000 in the next 5 years but I think they are taking steps in the wrong direction. This change coupled with the change in Step 1 marking, hence I assume that they are shifting towards reducing the no. of IMGs in residency positions. Please give your opinion on this, Thankyou.
